Ryan Martin is the Deputy Director of the Center for Best Practices at the National Governors Association (NGA), where he helps lead the Center’s work to help states develop effective solutions to public policy challenges. He also serves on the U.S. Treasury’s Commission on Social Impact Partnerships, to which he was appointed in 2021 by Majority Leader Mitch McConnell to advise the Secretary on the use of a $100 million fund that supports social programs that deliver positive results. In addition, he serves as a member of the Bipartisan Policy Center’s Child Welfare Financing and Accountability Working Group as one of 16 national child welfare leaders designing bipartisan federal reform plans. Prior to joining NGA, Ryan spent a decade working with members of the U.S. House Committee on Ways and Means and U.S. Senate Finance Committee to develop and advance legislation that reduces poverty, protects children, improves maternal and child health, and ensures social programs achieve results. Prior to working for Congress, Ryan was the Executive Officer for the Office of Family Assistance, U.S. Department of Health and Human Services. Ryan holds a master’s in public policy and a bachelor’s in economics, both from Brigham Young University. He has also received a certificate in executive leadership from the American University School of Public Affairs.
