Policy Director

Chase joins New Profit today as America Forward’s new Policy Director. Based in Washington, DC, Chase will lead America Forward’s evidence-based policy and Pay for Success work, direct our Workforce Development advocacy efforts, and partner with America Forward colleagues to ensure policy alignment across all our issue areas. In both federal government and philanthropy, Chase has worked closely with social entrepreneurs, policymakers, and researchers to scale the most promising innovations. His deep experience in the evidence-based policy field, his varied roles in federal government and philanthropy, his keen analytical skills, his strong relationship-building skills, and his passion for America Forward’s mission make him a stellar addition to the New Profit team.

Most recently at Arnold Ventures, Chase managed initiatives working to expand the use of evidence and outcomes-based financing at the federal, state, and local levels across policy domains, including efforts to advance and implement the Evidence Act and to include an evidence-based college completion program in the Build Back Better plan. Chase also served as Manager of Higher Education at Arnold Ventures, where he coordinated policy development, advocacy, and research to strengthen quality in higher education and to identify and scale effective student success programs.

Prior to his work with Arnold Ventures, Chase served as a policy advisor and analyst across the federal government. At the U.S. Department of Education, he spearheaded an array of policy measures implementing the groundbreaking evidence provisions of the Every Student Succeeds Act. At the White House Domestic Policy Council, he contributed to the Obama administration’s efforts to reform student loan repayment and to advance career and technical education. And at the U.S. Department of Housing and Urban Development, he helped kickstart cross-agency efforts to support college students facing basic needs insecurity.

In his own words, Chase explains that he was attracted to New Profit and America Forward’s mission because “I am passionate about advancing policies that advance equity and expand opportunity. Philanthropy and government get better outcomes when they collaborate. This is a unique moment when we are seeing a huge influx of government funding to communities. These funds will make the most difference if they’re invested in evidence-based programs that are proximate to communities and deliver results, along with supporting continued learning and innovation by local leaders.”

Chase received a JD from Yale Law School and a BA in Classics and Economics from Washington University in St. Louis. Before attending law school, he served as a Coro Fellow in St. Louis, MO, and worked with such organizations as a national early education nonprofit and a coalition of children’s services agencies.

Chase is a native Midwesterner who now lives in DC with his wife, Sue. In his spare time, Chase enjoys following the NBA, playing ultimate frisbee, and reading speculative fiction.
